    Thinking about the evolution of parking, what has really changed? Parking has varied depending on human behavior, society, and technology. Our municipal leaders, developers, residents, and businesses have all handled parking planning, design, and construction.

    Let’s look at the horse and buggy—this was the primary mode of transportation from the early 1800s to the early 1900s before 1908 and the widespread adoption of cars. Then came the construction of highways to accommodate cars. During the horse and buggy era, our communities had similar parking issues:

    Unregulated parking—a precursor to timed, on-street parking.
    Dedicated parking—a precursor to permit parking.
    Municipal stables—precursor to the garage.

    The Transportation, Mobility and Parking Team received a $250,000 grant from the LISS Futures Funds for a green infrastructure installation at the Webster Street Parking Lot. The project will install green infrastructure as part of the repaving of 5.4 acre public parking lot in the City’s business district, near the Norwalk Harbor. The harbor drains stormwater in the Long Island Sound, and this project will help to alleviate flooding, increase tree canopy, and prevent 6.7 million gallons for…

    The 'Art in Parking Places' project repurposes city owned parking assets, collaborating with the Norwalk Arts Commission to partner with the creative economy to provide exhibit space opportunities to the culture and art community. There are two visual art exhibits. A permanent art exhibit at the South Norwalk Railroad Station, largely funded with a grant from the Federal Transportation Administration and a revolving urban curated exhibit at the Maritime Garage Gallery (this one changes every 3-4 months).
    The most recent installation is creating an illuminated art mural on the façade of the Yankee Doodle Parking Garage. The Garage, located in the Wall Street District, overlooks the Norwalk River. This installation, planned for spring/summer 2017, will be located on the outside wall where the entrance of the garage is facing the corner of River Street and Burnell Boulevard. The project will transform the Yankee Doodle Garage into an artistic centerpiece in the Wall Street area as well as provide security and wayfinding through its unique lighting design.

    The goal of the Parking study/plan is the development of a citywide strategic parking plan that provides a framework to help articulate and clarify a unified vision and approach for parking in Norwalk. The plan will explore innovative strategies and parking values from a variety of user's perspectives so that the implementation tools outlines in the plan can be used by all stakeholders to achieve the best parking plan possible. At the same time, the City is updating the 10 year citywide plan and downtown neighborhood plans. The Norwalk Tomorrow brand was created to communicate and engage the public by using mobile platforms for all three studies. This mobile, web based application strategy aims to include more citizens in the decision making process, making the City of Norwalk more responsive and effective.

In addition to helping formulate ideas for promotional materials and an online survey, the students were out on the street talking to parkers and businesses performing guerilla marketing encouraging people to download and use the pay by cell app. Students received direct experience with real goals and deliverables which is the best way to learn the kinds of job skills they’ll need in the marketplace.
